Leashes, Laws, and Language Barriers: Practical Strategies and Resources For Working With Spanish Speaking Communities

While Spanish speakers represent a growing portion of the population— in the United States 14% of our population speaks Spanish in the home— they are often underserved by traditional outreach and enforcement approaches. Language barriers, cultural differences, and broader social dynamics can impact compliance, access to services, and outcomes.

This webinar explores how animal control officers can build effective, more positive interactions with Spanish-speaking residents in the field and in the shelter. Attendees will learn how communication challenges, cultural perspectives on pet ownership, and current social factors can influence interactions and techniques for mitigating that influence.

The session provides practical strategies for improving communication and building both trust and relationships with Spanish speakers. Participants will gain tools and resources to navigate common challenges such as language access, community hesitation, and misunderstandings that can escalate situations or limit positive outcomes.

Strengthening engagement with Spanish-speaking communities offers a critical opportunity to improve increase compliance, reduce repeat calls, and achieve better outcomes for both people and animals.

Beyond the Catch-Pole: Advanced Tools and Tactics for Managing High-Risk Canine Encounters
with John Peaveler

Field animal control is an environment of high stakes and unpredictable variables. When a routine call escalates into a violent dog fight or a direct attack, the difference between a safe resolution and a career-ending injury lies in two things: the right gear and the right technique.

In this NACA Leading Conversation, we dive into the “boots-on-the-ground” reality of managing high-risk canine conflict. We will move beyond traditional methods to explore the modern handler’s toolkit, including the strategic application of Y Poles for defensive spacing, break sticks for high-risk extractions, and the next generation of specialized handling gloves designed to balance protection with the dexterity needed for technical work.

Key discussion points include:

  • Prevention and Mitigation: We often end up in higher risk situations because we’re not setting ourselves up for success.
  • Managing Latching Bites: Specific, low-stress techniques to safely disengage a gripping dog while minimizing trauma to both the victim and the animal.
  • Hardware for the Modern Handler: A deep dive into the use of Y Poles for maintaining a “safe buffer” and why modular glove systems are replacing traditional heavy gauntlets.
  • The “Break Stick” Protocol: When, why, and how to use this tool safely and professionally in a field environment.
  • Safety Through Technique: How to keep the mouth occupied and the animal de-escalated during high-stress movement and rescue.
  • Whether you are a veteran officer or new to the field, this session will provide actionable safety strategies and tool-based techniques to help you navigate the most dangerous moments of the job with confidence and professional precision.
